Portland developer Gerding Edlen has filed preliminary paperwork with the city for a 7-story, 115-unit apartment building just above Interstate 5 at Minor Avenue and Pine Street, in Seattle's Pike-Pine corridor.

The site, now occupied by a two-story 1967 office building, is owned by Seattle investment firm Washington Real Estate Holdings, according to county records. The company got permits in 2006 for an 80-unit condo project, but that proposed development fell victim to the recession.

The city's Capitol Hill Design Review Board, an advisory group, will consider Gerding Edlen's proposal Sept. 28. The developer also recently began work on an 118-unit apartment building on First Hill, at Broadway and East Jefferson Street.

Gerding Edlen developed Bellevue Towers in downtown Bellevue, the region's biggest condo development ever, but slow sales forced it to turn the twin-tower project back to lenders late last year to avoid foreclosure.
